How do I get planning permission for development in Cyprus?

You must obtain planning permission before starting any development, meaning construction, engineering, mining works, or a substantial change in a building's use, by applying electronically through the IPPODAMOS system to the Town Planning Authority, working with the Department of Town Planning and Housing. Applications use forms such as EA9 for a determination, EA8 for preliminary opinions, EA15 for building development, EA2 for land division, EA3 for mining, EA10 for an exception permit and EA11 for a validity extension, and you submit architectural and site plans plus supporting certificates, with specialised studies such as an Environmental Impact Assessment or Traffic Study sometimes required. The Town Planning Authority has three months to reach a decision, with a possible extension, and planning permits are valid for a three-year period from issuance, while Preliminary Opinions (EA8) are binding for one year. Development must comply with the current Development Plan, and non-compliant proposals need an EA10 exception application.
